Due to them being uncraftable because of the other plugins as Ky has said before, I think the best course of action regarding fireworks would be to put them in /shop. You could make them fairly cheap as most people who want to craft them already have paper and gunpowder. Yeah it'll suck to buy them everytime, But we'd have them!
