I cant rank up after completing requirements for " Expand your farm! " I've tried re-logging and re tilling/planting/placing buckets of water.
I fixed the problem by planting tilling ground around water and planted carrots. I originally tilled dirt blocks not around water and my first 128 planted was nether warts. I hope this helps someone with same issue and/or helps bring a fix to this bug.
