the spawning is due to the server View Distance. the default VD is 10, and that the minimum of what it should be set at for pigmen spawners etc....
or make the rank cheaper but then u would have to refund everyone on the server

Maybe a new contest idea is people build pvp arenas and the top 5 best ones or so become the arenas, so theres choice to it, and the most liked...
