the repair perks never had a cool down for ranks you can always do /repair but y not make it have a cool down for ranks like 1 hour,4 hours,1 day
or like 5 mins or something like that so when players have had there fun breaking crops all day and there tools is almost gone let them use repair and sell the crops and have a good day
