You'll need to go more in detail. I like the idea but the functions or how it'll act is more what would bring the suggestion together.
I wouldn't support this unless they were very expensive. PF hoppers are already OP in regards to the fact that they collect crops from chunks. Someone could easily make a rail track and be able to infinity have chunks loaded by having PF Hopper Minecarts running through varying chunks. Im talking like, x64 pf hoppers to craft x1 pf hopper minecart expensive.
