Open A command to see if vote cooldown has expired

I think it would be a good idea to add a command that will tell you if your vote cooldown is over. Currently, the only way to tell is to go to each website and see if it will let you vote. If the server were to keep track of the last time the player voted, it could know if the player can vote again and show the player this when a command is used.
