Posting this a couple minutes after myself, JoJo, and DivineJason tested this to confirm. When attempting to spawn wither roses, they in-fact do not spawn. We've tested multiple different blocks and mobs to try and get it to work but it still will not spawn wither roses. I also know that on Carrot there is a player with an auto wither rose farm that does indeed work as I've seen it work.
